Cannabis Legislative Inter-Ministerial Work Group

Following a competitive bidding process, the Government of St. Maarten selected Native Nations SXM as its strategic partner for the development of the country’s cannabis cultivation industry. However, the partnership extends beyond cultivation. Recognizing that a successful cannabis industry requires more than agricultural production alone, the Government’s agreement also includes the development of the broader industry framework needed to establish a safe, responsible, and sustainable cannabis sector.

This includes providing technical expertise and international best practices to support the development of the legislative, regulatory, operational, and industry standards necessary for the successful implementation of a regulated cannabis program. The objective is to ensure that any future industry is built on a foundation of strong governance, public health protections, regulatory oversight, and sustainable economic development.

OUR POLICY OBJECTIVES

The proposed framework is guided by several key public policy objectives, including protecting public health, safeguarding youth, reducing illicit market activity, strengthening public safety, supporting sustainable economic diversification, and creating opportunities for local participation and investment.

ABOUT THE WORK GROUP

To oversee this process, the Government established the Cannabis Legislative Inter-Ministerial Work Group (CLIWG)—a government-led, inter-ministerial committee responsible for coordinating the development of St. Maarten’s proposed cannabis legislative framework, public engagement initiatives, and socio-economic impact assessments.

A COLLABORATIVE APPROACH

CLIWG brings together expertise from across government while working with Native Nations SXM in its capacity as the Government’s technical and industry development partner. This collaborative approach ensures that the proposed legislation is informed by practical industry experience, international best practices, and multidisciplinary input from public health, justice, economic affairs, tourism, education, agriculture, finance, regulatory compliance, and community development.

The work of CLIWG is founded on three guiding principles: Evidence, Education, and Responsible Regulation. Through collaboration, research, and public engagement, the committee seeks to support informed policymaking that promotes public safety, transparency, accountability, and long-term national development.
